It's Berlin, literally the lefty capital of the world lol. They don't even make enough money to support themselves since reunification and rely on taxes from the rest of Germany for their upkeep and social programs. This is a city the voted 80% to take back all apartments and make them social housing no matter how expensive or exclusive the apartments were. It never happened of course
